If your humidity is that low you are not likely to have moisture problems with PLA.

How much disassembly did you do on the toolhead and hotend to clean it?

This is often caused by debris on the nozzle tip that the wiper can't remove. Try warming the nozzle to print temp and scrubbing it vigorously with blue or green scotchbrite.

For the X and Y, I would start with an extruder calibration. Over extrusion will produce a part larger that the design size. You probably have plastic residue on the tip of the nozzle. Heat the nozzle to polycarbonate temps and vigorously scrub the nozzle with green scotchbrite. Also, make sure the corner washers are clean.

Sometimes you can find them on Amazon or ebay. Just be careful they are genuine and actually RJMP. I have seen some listed as RJMP that were RJM. You can also buy direct from IGUS.

Hardened rods and steel bearings tend to be noisier and can introduce surface artifacts in the prints.
