CuraLE 3.6.20 on Windows has the printer settings on the right side with two tabs, Recommended and Custom. Selecting Custom provides access to almost all the parameters available. Which parameters are shown can be adjusted by using the Settings menu at the top of the page (or the Preferences menu). ...

What is the printer connected to (i.e. what software is controlling the printer)?

Does the printer move to 190,190 and raise Z at the chosen layers?

If the printer doesn't "pause" then the M0 command either isn't being sent or isn't recognized by the firmware in the printer.

So you want us to restate the obvious, your heated bed thermistor is either broken or the wires to it are broken. Since you just got it all setup, I'd vote for a wiring problem.

In 3.6.20, there are multiple "Pause at..." post-processing scripts available and some of them have issues. I have attempted to fix most of the issues in PauseAtHeightorLayer.py. There was also some issues with getting the updated versions into CuraLE so I'm not sure which version is available in 3....

OctoPrint has printer profiles and in the Axes section you can set the maximum speeds.
This information is used for manual control via the "Control" tab. It does NOT influence already sliced files that you upload to OctoPrint!

That is the procedure I use. There were multiple flavors of the original Mini so make sure you have selected the correct one. I'd call LulzBot support and if they answer, they should be able to help.

OctoPrint has no knowledge of speed, it just takes the gcode and feeds it to the printer. If you want to slow down your printing speed, you will make those adjustments in your slicer, generate new gcode, and send it to OctoPrint for printing.
