With the printer off and unplugged measure from the nozzle to the printer frame. You look to have a short between them or your control board has failed.

Make sure the edges of the heating pad is not catching on the flex corners, the picture I looked, at the metal plate is sitting about 1MM higher than it should be in the corner pocket. You may need to loosen the two screws on them and adjust the corners out slightly to get the metal plate to sit bet...

Checking my Taz 6 it measures 10 MM to the top of the modular bed glass plate. I had a problem at first with the washers not sitting flat, but on second attempt they worked fine.

It is pretty easy to change the bearings on the bed. I can do it with the bed/carriage still on the machine though. :lol:

The built-in thermal protection circuit on the driver chip should prevent too much damage, but since the Z axis has 2 motors loading it it will thermally shut down before the other two(X/Y). Getting the fan working again should be all you need, if it does not fix then ?????

Have you tried to loosen the X axis belt/rods? It may be a slight binding from them pulling or pushing the end pieces out of alignment. Thus putting pressure on the smooth rods on the Z axis.

Well I have printed at a 0.1 MM layer before with a 0.5 MM nozzle, but it took a LONG time to finish. Plus it was only a non-flake/filled filament that I used. I think a number of factors determine a minimum height you can print. SO -- YMMV.

If the left side is the one failing, it is probably binding on that sides threaded rod, since the other side(right) has less torque than the left one. The smooth rod or other items that Tim mentioned are good things to check.
