Yes, because you are printing at 180% the speed that slic3r was set for. Although I don't know if this method will override firmware settings for maximum speed / acceleration / jerk.

How fast do you need to stop it? I usually just pause the print in pronterface and then just turn off the heaters if it just isn't printing well. If I need to stop right away I remove power to the motors so that they stop. The pause button tends to wait for the move buffer to finish, and some moveme...

I'm not sure if marlin or pronterface directly support this, but you could also do a dry run that would just do x/y/z movements and not extrude anything. More useful than having a failed print every time you test this.

Looks like that file has 2 parts in it, and the Z axis should move down according to the code. I wonder what is up with the firmware that is making this not work. Are you using the stock configuration for marlin that lulzbot distributes? You might want to enable verbose mode in pronterface to try to...

I would adjust the overlap between infill and perimeter, but this isn't an option in slic3r as far as I know.
You may be able to adjust the extrusion multiplier to fix the issue though.

What size nozzle do you have an what is your layer height? Looks like the filament didn't stick on a layer and got dragged by the nozzle.
I would try decreasing the layer height and trying again.

The part on the bottom that overhangs the base will never print well without support. Luckily it isn't really important to the part. Either leave it as is or trim it up after printing.
