The extrusion rate makes a huge difference in my prints. Per the previous post, if your Cura (assuming) settings specify that you're using 2.85mm filament the printer will extrude the material at a rate that would produce the specified layer height & width based on that diameter. What filament are you using and what are your temp settings, filament diameter, etc? Looking at the base the blobs appearing when the nozzle changes direction makes me think you're over-extruding a little bit as well.

Measuring bottom layer thickness it sounds like an exercise in futility (maybe I'm wrong, just my feelings on it). I just went through something similar and after some experimentation it was the filament diameter. Default is 2.85 and when I changed it to 3.0 (using eSUN HIPS) it was vastly improved. At 3.05 the hull is about as smooth as can be. Give that a shot.
