In the latest version of Cura LE you can set the filament diameter under custom settings/material/diameter Or just type dia in the search box in Cura.

Can you please post a picture of what your first layer looks like? I'd like to see how squished the first layer looks. Also, when this happens, are the nozzle and all four self leveling washers good and clean?

You might want to look into some of the T-glase filaments. I made some decorations with with the green and light blue, and if you set them on top of an LED light base it makes them glow the color of the filament and it looks pretty cool. Doing a wet sanding on the PEI with a 1500-2000 grit sandpaper only really needs to be done when you are having problems with prints not sticking to the bed. The main things that can cause a probe failed error are having a dirty nozzle or washers, or the x-axis being out of level. We recommend cleaning the nozzle with non-conductive scotchbrite pads, when the extruder is heated. You want to be careful not to burn yourself when cleaning the nozzle on it. ...

You might want to try reconditioning your PEI sheet to see if that helps any. To do this you mix 9 parts water to 1 part alcohol in a spray bottle, then make sure to power off your printer before spraying the mixture on the bed. You'll want to use a scotch brite pad or something similar to clean the nozzle, just make sure NOT to use a metal brush.
