Z offset is too low. Perimeter looks OK because it can squish out (elephant’s foot effect). Excess plastic for the interior lines can’t go anywhere but up and into the space next to them. Those lines that go up and out aren’t stuck to the bed and interfere with the next line going down, so it never sits down completely. When the nozzle lays down the next line, it partially squishes it downward a little bit, but it springs back up. When it’s sprung upward, there’s a little gap for that next line of material to go underneath a little. It’s a vicious cycle.
