You can use almost any graphics or creative printing program to design iron-on transfers artwork—as well as professional desktop publishing software you already own. Ideally, the software will have an option to flip or reverse the image for transfer printing or you can manually flip the image in the document.
Are you referring to the ability to flip or reverse a file or image in Cura? If you are, there is an option to do that by using the Mirror function that is in both Cura 21.08 and the latest Cura LE. You can also rotate the file/image by using the Rotate function, as that will allow for a more precise degree of rotation for the file.
