simple question is the ducted fan on the lulzbot mini supposed to direct air towards the nozzle or away from the nozzle ?
mine is directing air away from the nozzle .

Towards the nozzle. It cools the filament as it is extruded.

Take it off of the duct and flip it over! 
You might be feeling the back pressure and it is actually blow into the duct. But there is a lot of back pressure that makes it feel like it is blowing backwards instead. If you see the label on the fan it is backwards, if you see the spinning head it is facing correctly.
True. You should feel a fair amount of air at the duct nozzle if the fan is blowing the correct direction.
