SOLVED - Confusing Clog/Jamming Issue

For a while now my print head has been jamming/clogging. Loading the filament will go just fine. Once I start a print it almost immediately jams and the hobbed bolt just grinds into the filament. I used a bunch of inland cleaning filament today to clean out the nozzle (heat it, let it sit, cool it, cold pull) and while it did get a bunch of crap out, it didn’t fix it. I’m using Inland 3mm PLA. I’ve tried various temperatures in the range on the label (205 - 225 C). Nothing on my print head looks broken so I’m totally lost.

See that small blower fan that blows onto the hexagonal fins above the hot end? Make sure that things spins when the printer is on. If not, clean it…
