When my printer is idle the heat sink fan is blowing constantly and makes nerving sounds. Is there a way to turn off the fan, when not printing/heating?

The quick answer is no. It blows any time the printer is on.
If it is making very much noise, it might be failing. They typically don’t make very much noise.
