Taz 4 nozzle making filament curl like crazy, only in one section of print, video included

I have a Taz 4, and have been battling this issue for some time now. Any help would be appreciated.

I am printing with PLA with the following settings:
Extruder Temp: 190
Bed Temp: 60
Nozzle Diameter: .5mm
PLA Filament Diameter: 3mm
Speed: 50mm/s
2 Walls
.32mm layer height

It seems like portion of the print that is curling/being pulled upward is really, really hot, otherwise why would it be so flimsy?

My Ender 3 and ANET A8 print with very similar settings and the PLA is never this floppy and melty. Do you guys print PLA without the bed heater on?

It does seem to me like the nozzle is really, really close to the prior layer. On my other 3d printers, I can see a small gap in between the nozzle and the prior layer, especially when using a layer height of .32mm.

Anyways, a lot of questions I’m hoping someone can help me out.
